In an 1863 proclamation, President Lincoln stated that Thanksgiving would be observed on the fourth Thursday in November. Later, Franklin D. Roosevelt moved the holiday to the third Thursday in November to give people more time to squeeze in their holiday shopping.  By federal legislation enacted in 1941, Thanksgiving is once again celebrated on the fourth Thursday in November.
